Why would the light and power board give the general manager 2 $10,000 dollar bonuses when he has wasted over $250,000? He got $10,000 last year and another one this year plus a combined 5% pay increase! First he spends $100,000's on new switch gears for the old generators that can't be used because of emmision laws then he spends over $75,000 on some compressor for the new generators that won't work. Greg pierce said they didn't check the specs untill it arrived. This is not the type of actions that deserves bonuses! What the heck is the board thinking? And why is the council not doing something? The mayor sits in on every meeting and I read that the city charter states the council can remove a board member (section 15). Does Greg pierce need to waste a million $ before the council will take action? All this plus he was caught steeling from his last job!! I didn't think I lived in a town like this.

To back up these claims just go to Lowell Light and Powers webb site. Click "about us" at the top of screen. Then click board minutes / agendas. Then click the minutes of 07/14/11. There at the end of the miniutes you will find the first bonus written out as "ten thousand dollars" and a "2% merrit raise". Then under the 7/12/12 minutes at the end you will find the second bonus as "There was a motion by Johnston and seconded by Beachum to increase the General Manager's salary by $10,000 plus an additional 3% of new base pay". "The motion passed by a unanimous vote of the board". I wanted to let you know where I got my information.

From the board minutes on LL&P web site pierce started upgrades to the generators on 1-7-10 at a cost of $104,365 and on 7-01-10 there was a snag when wrong parts were installed. Then the generators were back on line 09-09-10. The cost of $104,365 was only for outside contractors not including the cost of many LL&P workers working for many months on the project. The problem is according to the EPA the proposed emission rules were out on 03/05/09, 10 months before the upgrades started. Then the emission rule was final on 03/03/10, only 2 months into the upgrade!!! I found this and I'm not a general manager of a power company nor do I do anything with electrical. Why didn't the Greg pierce know about these rules? That's his job! He reported the mistake during the 10/14/10 board meeting. And now what makes me really mad is the Light and Power board gives him his first $10,000 bonus 11 months later!
